I've done one: http://en.feautec.pp.ru/SiteNews/NewlispConsole

Features:
* written in newlisp
* splitted window with multi-line editor
* command history (stored in a file)
* user-mode functions for re-using console features in scripts

Restrictions:
* no debugging
* no scrolling

It is on alpha stage yet... but quite ready for the first look.

I think, this will be my piece of code for contest :-)
