Rotate to angle

It seems that you can't rotate a graphic element to a specific angle, but you can only rotate by an angle from its current position?
I was going to draw an analog clock, but then I realised that I'd have to write more code to move the hands to the correct start position then to regularly rotate them by a specific amount, without being able to monitor their current location...
